Regional Executive Team

Members of the PeaceHealth Ketchikan Medical Center Regional Executive Team embrace a leadership model fully rooted in our Mission and Values and in our heritage as a Catholic health care ministry. This model guides our leaders in every aspect of their work and oversight responsibilities.  It challenges us to relentlessly pursue improvements in patient outcomes and service to patients and families while awakening joy, meaning and purpose in the human spirit.

Chief Administrative Officer ​      

Ed Freysinger 
Chief Administrative Officer, Southeast Alaska Region

Ed Freysinger, MHSA, has nearly 30 years of executive healthcare experience in both human resources and administration management. Ed holds a bachelor's degree in business administration from Eastern Michigan University and a master's degree in health services administration from the University of Michigan.

Ed began his healthcare career in Michigan with McPherson Hospital, then with Exempla Healthcare in Denver, Colorado, before transitioning to Providence. Most recently he served as Chief Executive Officer at Providence Hood River Memorial Hospital, a full-service, 25-bed critical access hospital. 

In August 2017, Ed became the Chief Administrative officer for PeaceHealth Ketchikan Medical Center.

Shannon Updike 
Vice President Patient Care Administration

Shannon Updike, RN, joined PeaceHealth Ketchikan Medical Center in 1993 having received her Bachelor’s Degree in Nursing from the Oregon Health Sciences University in Portland/La Grande. She began serving in the Medical/Surgical department providing in-patient care and transitioned to the Surgery department where she served until 1999. In 1999 she moved to Home Health, becoming the manager in 2000. 

In October 2012, Shannon accepted the position of Vice President Patient Care Services. Shannon is a Licensed Nursing Home Administrator and currently serves as the Administrator of “New Horizons,” the  PeaceHealth Ketchikan Medical Center Long Term Care/Transitional Care Program.

Michele Budd 
Vice President Ambulatory Services

Michele has been in health care for more than 25 years. Before coming to Ketchikan she served in Longview, Washington with PeaceHealth Medical Group as a Business System Consultant and Regional Director-Medical Group Operations & Women's Health Program. Prior to that she worked as Director, Regional Neuro-Musculoskeletal Services and Program Director, Center for Bone & Joint Care for Providence Health Systems in Portland, Oregon.

Michele joined PeaceHealth in 1995 and came to Ketchikan in 2008.

​Peter Rice, MD
Medical Director

Peter Rice joined PeaceHealth as an employed internal medicine physician in 2003 after being in private practice in Ketchikan since 1988. He became Medical Director of PeaceHealth Medical Group in 2009 and a Regional Executive Team member in 2007.

Dr. Rice continues to practice one-half time and represents PeaceHealth Medical Group for the Southeast Alaska Region of PeaceHealth.​
