Faculty and Staff

David Ruiz, MD, FAAFP is a family medicine physician in Vancouver, Washington.  He received his medical degree from the University of Washington School of Medicine and has been in practice for more than 20 years.  Dr. Ruiz was hired as the Program Director of Family Medicine of Southwest Washington Residency Program in 1994 and remains in that role to this day. Prior to this position, he was part of Family Physicians Group medical staff starting 1980. He has academic appointments with both The University of Washington School of Medicine and Oregon Health Sciences University School of Medicine. He continues to be involved in professional activities through the Clark County/Metro area.

Dr Wright grew up in Eastern Kentucky and graduated from Medical School at the University of Kentucky. She then completed her Family Medicine residency in Ventura California. She joined the faculty in Vancouver in 2002. Dr Wright has a strong interest in women’s health, adolescent medicine, and addiction medicine. She has been the FMSW Associate Program Director for curriculum since 2010 and is the Program Director for our recently established Addiction Medicine Fellowship. She also has a dual appointment as a faculty for the WWAMI faculty development fellowship program.  She enjoys hiking, traveling, sarcasm and reading novels.

Dr. Linares was born in Colombia and immigrated to the United States 32 years ago. In her prior life in Houston, Texas she worked in Public Health. She obtained an MPH and DrPH with emphasis in disease control. She has been an educator for the las 15 years. Before coming to Vancouver, she was on faculty at the family medicine residency program at Baylor College of Medicine in Houston. Dr. Linares enjoys the interaction with the residents and staff, likes to travel and loves learning new things. She is board certified in obesity and works in Quality Improvement at the residency. She obtained a MS in Health Informatics and is planning to take the board certification from the American Board of Preventive Medicine in October 2022. She also is part of the rounding faculty for the Family Birth Center and the Inpatient service.  

Dr. Benedick graduated from Loma Linda University School of Medicine in 2006, then returned home to the Northwest and completed his training at the Family Medicine Residency of Idaho in 2009. He has been trained in the full spectrum of family medicine, to include a variety of procedures, inpatient adult and pediatric medicine, and obstetrics.

Desiring to serve Jesus, he spent two years working in a rural mission hospital in Ecuador. Now back in the United States, he enjoys teaching family medicine residents and volunteering locally and abroad whenever possible.

Throughout Dr. Benedick’s medical career, he has sought to focus on caring for the whole person, including the physical, mental, social, and spiritual aspects of health. Taking the time to listen to his patients is very important to him. His goal is to understand his patients, then to help them make informed decisions that will keep them healthy and happy.

Outside of work, Dr. Benedick loves to spend time with his wife, kids, and friends. They enjoy all kinds of church activities, sports, music, being outdoors, and trying to stop their pets from destroying their house.  

Dr. deWeber is the residency’s Musculoskeletal and Sports Medicine expert and Program Director of the Sports Medicine Fellowship. A Sports Medicine Area of Concentration is available for residents to pursue under his guidance. He is a national expert in point-of-care Msk Ultrasound and does bedside diagnostic scans and ultrasound-guided injections, such as corticosteroids, platelet-rich plasma, and dextrose prolotherapy. He is a 2-time Team USA Olympic Physician from 2012 and 2016 and traveled the world caring for elite military athletes during his 29 years in the US Army. Retiring as a Colonel, he and his wife returned home to Washington to serve the people of Vancouver and teach Family Medicine/Sports Medicine at FMSW. He loves mixed martial arts (both for fitness and medical coverage), sings and plays guitar at church, and loves to fish/hunt. 

Dr. Grove grew up in Virginia, outside of Washington, DC and attended Oberlin College in Ohio where she studied Biology. She briefly lived in Hawaii and worked as a field researcher before moving to the Pacific Northwest. She attended the University of Rochester School of Medicine and Dentistry in upstate New York and was delighted to return to PNW for residency at Family Medicine of Southwest Washington. Her professional interests include inpatient hospital medicine, women’s health, and LGBTQI medicine. Outside of medicine, she enjoys hiking, travel, and learning new recipes and board games.

Vancouver has been my home for my entire life. Although I love to travel, I always come back here. The recipe for my home is one part family, two parts friends, two parts abundant natural resources, and one part progressive community spirit. 
I have been at FMSW over 10 years because of our dedication to patients, our excellent staff, and our adaption to changes in community needs.

To me, Family Medicine was an obvious choice. Where else could I help patients from young to old, cis to LGBTQQ, from all walks of life, and take care of the entire family? Families may be born or created of all shapes and sizes, but everyone deserves a long-term family physician to care for them. I treasure the connections and trust that I have with patients.

I practice running, but I must admit that I enjoy painting much more. I don’t go hiking as much as I used to when I was younger.

I like passing on our family values of compassion, responsibility, tolerance and humor. I am grateful for the blessings that my family receives.

I am an avid boardgame and card game player. If you get me started talking about games, you may not get out of that conversation quickly.

Michael C. Liu, MD.  Dr. Michael Liu was born a raised in Illinois just north of Chicago.  He received degrees in both music and chemistry from the University of Illinois.  He graduated from the Mayo Medical School in Rochester, MN and completed his residency at the Mayo Graduate School Family Medicine Program.  He spent four years working on the Island of Guam in a very busy obstetrics and pediatrics practice before moving to Vancouver in 2001.

He joined the Family Physicians Group in 2001 during which time he was the medical director of the Fisher Landing Clinic.  He was kindly recruited to the FMSW teaching faculty in 2007 where he enjoys the teaching and mentoring of the full spectrum of family medicine. 

Dr. Liu has been a board member and pianist for the Vancouver Symphony since he came to Vancouver.   He has been playing the piano since the age of 4 and has not stopped since!  He leads a chamber music series in Vancouver and plays for several music groups including a doctor-jazz group including trumpet player Dr. David Ruiz and doublebass Dr. Ed Sale, and a doctor-classical music group including violinist Dr. Thomas Hwang and cellist Dr. Betsy Goy.

I believe in trying to understand each person’s story, and to accept them for who they are. I hope to help patients and their partners try to lead healthy lives. I feel lucky to have the privilege of caring for patients. Whether I am present at a delivery or visiting an elderly patient at his home, it is deeply satisfying work. It is also rewarding to work with resident physicians, both teaching and learning from them. I enjoy volunteering to improve access for those who are poor, uninsured or stigmatized by HIV or other conditions. Spending time with my family, making music, and being outdoors are also things I enjoy.

Dr. O’Neal is a graduate from OHSU medical school and has been practicing medicine since 2005. Although originally from Wisconsin, she has called the Pacific Northwest home for the past 30 years.  She continually finds joy providing general primary care to the patients of SWFM.  She never tires of the natural beauty of the PNW and enjoys hiking, whitewater rafting, and gardening. She also loves all types of music and is a member of a local bluegrass band.  She is married and has 2 children. 

Dr. O’Neill was born and raised in Guadalajara, Mexico then Southern California and Southwest Washington. She graduated from the University of Washington with a B.S. in Cellular and Molecular Biology and minoring in Music. She then went on to graduate from the University of Washington School of Medicine with a focus on Hispanic Health, and completed the Society of Teachers of Family Medicine Medical Student Education Fellowship. As a first generation Latina-American, she is passionate about social justice, underrepresented minorities, medical education, women’s health, prenatal care, pediatrics, and end of life care. Dr. O’Neill also serves as the Medical Student Liaison in charge of FMSW’s Medical Student Education and the is the clinic’s Outpatient Pediatrics lead. In her spare time, she enjoys spending time with family, volunteering in the community, cooking, baking, gardening, and traveling the world.

Dr. Layne Prest attended Pacific Lutheran University (MA); Virginia Polytechnic Institute & State University (PhD) He is currently part of STFM, CFHC (Collaborative Family Healthcare Coalition), (AAMFT) American Assoc for Marriage & Family Therapy

Dr. Prest likes to work with people of all ages who are:

• managing the impact of one or more chronic illnesses (e.g., diabetes) 
• making the lifestyle changes (e.g., increasing activity, changing diet, quitting addictive behaviors such as smoking or drinking too much) 
• coping with alot of stress in life or experiencing anxiety, depression, etc
• wanting to have better, healthier relationships 
• trying to manage children's behavior or problems like ADHD
• have experienced trauma

Dr. Prest is interested in a holistic perspective on health (mind, body, spirit, relationships) and tries “to practice what I preach”. He likes to spend time outside, working on his house and gardens.  He loves to hike, bike, canoe/kayak, play volleyball and other sports.  He also really enjoy traveling and learning about other cultures. An important goal is to continue improving his Spanish language skills.

Dr. Radlinski was born and raised in Helena, Montana. She went on to attend medical school at Oregon Health Sciences University in Portland, Oregon. Inspired by her interest in underserved medicine, she attended residency at UCSF Family and Community Medicine at San Francisco General Hospital. After further growing her love for maternal child health at SFGH, she went on to complete an OB fellowship in Maternal Child Health. She worked at a community health center in Providence, Rhode Island while completing her fellowship and her masters in public health at Brown University. Recently, she has become boarded in Addiction Medicine and serves as the assistant director of the Addiction Medicine Fellowship.

Dr. Radlinski is passionate about the care of marginalized populations and has a special interest in obstetrics, newborn care, and addiction medicine. She also founded and manages the BLOOM program – a program for pregnant and parenting women with substance use disorder and their children. 

She enjoys spending time outdoors hiking, and cross-country skiing, as well as learning new hobbies like playing the piano. She lives with her wife and 2 children in Portland, Oregon.

Sherri Rutherford, DO grew up in Southern Oregon.  She went to college at Oregon State University and then on to medical school at Des Moines University in Iowa.  Dr. Rutherford completed her family medicine residency at Southwest Washington Medical Center (now PeaceHealth) and then worked in the local community or 10 years before returning to become part of the faculty at FMSW.  In 2014, Dr. Rutherford completed a fellowship in Integrative Medicine through the University of Arizona College of Medicine.  She is board certified in Integrative Medicine.  She is also head of OMT (manual medicine) in the clinic. In her free time, she enjoys spending time with family, coaching youth sports, hiking/backpacking/camping, cycling and cooking/baking. She believes that most disease can be successfully treated and reversed with lifestyle changes – it is hard work, but always worth it.  

Dr. Salvadori is a native of the Dolomites region of northern Italy.
He graduated from the University of Milan school of medicine in Italy and later trained in family medicine in Detroit and in Idaho with an experience in pathology at the University of British Columbia in Vancouver Canada.

Dr. Salvadori practiced full-spectrum family medicine including obstetrics until 2014.  Currently focuses on inpatient internal medicine and outpatient family medicine.  His interests encompass dermatology and behavioral medicine with a focus on the psychopharmacology.

The College of family physicians of Canada bestowed upon him the title of Certificant.  He has practice experience both in Canada and in the United States and is an examiner in Canada in the oral examination portion for their family medicine boards.
Dr. Salvadori speaks Italian, SerboCroatian (spoken in Croatia Serbia Bosnia and Montenegro), Spanish, French, German as well as English.  He serves as a diverse patient population with significant numbers of refugees from the Balkans and immigrants from Spanish-speaking countries.

He enjoys motorcycling, traveling and the beauty of the West Coast.

Dr. Satein grew up in the forests of rural Oregon.  She received her medical degree from Oregon Health and Science University and completed her residency at FMSW.  She is passionate about reducing health care disparities, teaching, providing HIV and gender affirming care, and learning more about the body.  Outside of her love for medicine, she enjoys being with her family, traveling to new warm places, climbing, hiking, and baking.  

Dr. Tiganus is a Transylvanian native, born and raised in Romania. She spent 6 months in her senior year of high school in USA as an exchange international student and vowed to return, which she did after graduating from medical school in 2001. Even though she spent 5 years in California initially, she fell in love with PNW and FMSW and has called Vancouver home since 2006. Dr. Tiganus enjoys practicing full spectrum Family Medicine with Obstetrics, with special interest in women's health, pediatrics, integrative and lifestyle medicine. She believes taking care of the whole family and teaching residents is the best job ever. Dr. Tiganus speaks Romanian, English and French. She enjoys being outdoors, hiking, biking, skiing, enjoys cooking and eating good food and spending time with her fiancée, her 2 cats, 2 dogs and her friends.

Dr Brill was raised in Minnesota but moved to the Pacific Northwest after completing her master’s in public health at Emory.  She attended OHSU for medical school and trained at Lancaster General Health in Pennsylvania for residency.  Dr Brill is passionate about preventive health care, substance use disorder and caring for underserved populations.  She joined the faculty at FMSW in 2021.  Current responsibilities include clinics at Lincoln Place (a supportive housing facility for previously houseless clients) and Daybreak (an inpatient facility for teens with substance use and mental health issues).  Another area of interest is practice management including charting efficiency and optimization of the electronic medical record.  In her free time, she enjoys baking, listening to audiobooks, going to the theater, and spending time with her family and friends.
